Can't open a html file in Outlook via Citrix Client or Console

I have MetaFrame XP FR2 on a Windows 2000 server.
When my users don't have the standard inbox in Outlook 2000. They have a home page view - a .html file. Is there anything in MetaFrame XP FR2 that would prevent this??
I have it running on another Win 2000 server. Any help would be appreciated. Thanks

By the way I already installed the Outlook View Control.
