Can't move audio clips to different tracks?

I have a bunch of different audio clips people have sent me. Some WAV files, some MP3, some i mono, some in stereo. I'm trying to build a sequence using them on the Premiere timeline, but what's puzzling me is this: Premire won't let me put them on any old audio track. When I work in 6.5 (at home), I can put any audio on any track and at work (PPro 1.5), I can only put the files on Track 4, except one file, which I can put in tracks 1, 2, 3 or 5 but NOT track 4.

Why might this be?

Premiere Pro, unlike earlier version, will only allow stereo clips on stereo tracks, mono clip on mono tracks, and 5.1 clips in 5.1 tracks. Time to read the manual.
 
Well, I'll be dipped! I suppose there's a really good reason for it, 'cause on the surface it seems kinda' capricious.

I'll have to look up and see if I cn set a track for "any damn thing I want".

You set the track type when you create the track.

The default tracks are stereo.

Stereo shows a double speaker icon on the timeline, mono a single. I don't use 5.1, but I guess that has a third symbol.
 
Ah yes. Default tracks are stereo and show a little double-speaker. If I try to toss a mono track in, Premiere creates a NEW track with one little speaker, to represent a mono track. I could not easily find tools to duplicate-sides in order to make a mono track actually a stereo track.

The symbol when you make a new track for 5.1 is a tiny little "5.1".

The Fill Left and Fill Right audio effects make two sides from one side of stereo.

You can create submixes, which allows you to combine audio tracks.

Alternatively, you can use a sub-sequence to combine tracks.
