can't login to corrupt dtlogin screen on HP-UX

I have an HP c800 workstation running HP-UX 11.11. The main login screen (both at the console and remotely connected through Exceed) has the introductory text all squished together from the top and bottom, and no matter what you type for a username - you'll then hit return and the screen will go black for a bit, then bring up the same corrupt login display once again.

Thankfully you can still choose a command prompt logon from the console, and you can ssh to the machine. How can I fix this logon screen?
