Can't load cd's 1

When I try to load applications and games from cd's I keep getting a blue screen with either an exception error or system busy warning.This happens on both my Pioneer dvd writer and Samsung dvd drive.If I use nero to create or copy discs the drives work normally.
AMD 1000MHZ
60GB Hard drive
376MB Ram
Windows 98
 
Tried all of above.no change.I'm wondering if it could be a power supply problem.Thanks for advice anyhow
 
What is the exact text of the error message?
 
exception OE has occurred at 0028:00000013 in VXD---.It was called from 0028:c1829098 in VXD scsilhlp(03)+0000508 it my be possible to continue etc etc
This is accompanied by the dreaded BSOD.I can get as far as displaying the contents of the cd but when I try to run a programme or game I get the above
 
Open the Iosubsys folder in C:\Windows\System, and rename the scsi1hlp.vxd file to scsi1hlp.old.
