Can't label disk in partition, can't unmount, help!

I can't label the disk after I partitioned it in "format". The error message said "can't label the disk" because there's mounted partition. I used "unmountall -k", "umount -k /dev/dsk....", "fuser -c" and anyway I know, I just can't unmount all file systems in single user mode. The system only loaded with mini-root. Any suggestion?
