Can't keep design toolbars from showing on form

I have some design (built-in) toolbars and Access's main menu bars showing in my application on my end users versions where I do not want them.

In Startup, I turn off everything except for Display Status Bar. All I have is my custom menu bar for Menu Bar. If the end user right-clicks on the toolbar and un-checks the toolbarsin the form, they usually stay off, but not always.

How can I keep those built-in toolbars from popping up?

In Tools - StartUp, select your menubar instead of default.
