cant invoke IE 6 debugger

i cant invoke IE 6 debugger using script debugger -->open or script debugger --> break at next statment - nothing happens when i do that.

visual studio.Net does not debug client script either (no breakpoint stopping, "debugger" command dosent work on javascript as well)

Please help
