Can't install Windows Installer 3.1

Hi Everyone,
I hope someone can help. I can't seem to install the Windows installer 3.1. This has been going on for a few months, and today I have to install a new package that requires it (Visual Studio 2005). The install for VS2005 also tried to install it, but always fails with error code 1603. If I try and install the service pack that included the installer I get a message that I don't have permission to install it. The admin guys can't even install it either. Can someone please help me out before I loose my hair. Thanks

Have you tried googling?

It sounds like you've got a corruption in your system somewhere - a repair reinstall (using a SP4 install CD, create by slipstreaming if necessary - Google for howto) followed by visit to windows update might sort the problem (if nobody comes up with a specific fix).
