Can't install VB application on another PC "Files out of date" error.

I just built a VB application and used the package and deploy wizard to make a distributable cab file. I tried to run the setup program on another PC, but keep getting a message saying "Some files are out of date on your PC, Click OK to update these files, then restart your PC" I clicked OK, then restarted the PC, but when I tried to run the setup program again I keep getting the same error. Any help would be appreciated. Thanks.
 
In your package folder there is a setup.lst.

- Edit it
- Find the [Bootstrap Files] section
- Check the files listed one by one if they are already on the PC (also search hidden files)
- If yes, delete the line with the present file.
- If no, check the next file

After all make sure, that the remaining lines are numbered beginning from File1 - File2 ...

Save and run setup.exe again.
