Can't install ODBC on NT4.0 1

I am trying to install ODBC v3.0 on an Nt 4.0 Work Station and I get the message " This setup program requires Windows 95 or NT 4.o with Service Pack 3 or above"

I had SP4 installed and went up to SP 6 and still get the same message and it will not let me install ODBC.

HELP PLEASE. i searched the MS site with no luck.
