Can't install IE6

I'm sure this is an old problem, but here goes.

I'm running Windows ME.

I try to use the critical update but it can't because my IE is too old.

So I download IE6setup.exe.

I run it.

It says "Setup was unable to download all of the components. Please check your internet connection and try again."

-OR- "Close all applications and try again"

How can I install IE6?
