Can't Install High Encryption Package?

Have always had only Cipher Strength: 56-bit because whenever I try to install the High Encryption Pkg I have to format my HD and reinstall W2K because I cant boot into SafeMode or Windows and get the following error message when I reboot; "Isass.exe procedure entry point not found procedure entry point EqualDomain Sid could not be located in the dynamic link library ADVAPI32.dll C:\Winnt\system32\Isass.exe terminated". Have also tried reinstalling Internet Explorer 5.5 (SP2) and IE 6 numerous times but that has not worked either.
 
Install Service Pack 2. That includes 128-bit encryption. Marc Creviere
 
Thanks Marc but I have W2K SP2 I even installed SP3 beta but it doesn't work. Uninstalled Internet Explorer which brings me back to my original IE 5.0 (SP2) with 56-bit which came installed with W2K (SP1), nothing works. Tried reinstalling both IE 5.5 (SP2) and IE6 then the High Encryption Package via MS Windows Update and upon reboot my computer locks up with the above message and I am forced to reinstall my OS.

Check with M$ if you are running a copy of Windows for sale in Europe, it can only go to the MAX 56 bit not the high 128 bit encryption available in north america.
 
Thanks but I verified and my original W2K product disk is for distribution in North America so I should not be getting this error message. I have two HDs installed with W2K and when I find file run "Isass.exe" supposedly to be found in C:\WINNT\System32\ the file advapi32.dll is there but not Isass.exe? This is very strange I tried going to microsoft search but couldnt find any thing there either. We could only hope that Service Pack 3 will rectify this very serious problem because it prevents the computer from booting resulting in having to reinstall the whole operating system.
