Can't install Flash Player on Tiger

A few months ago, I bought a 17" powerbook. It's running Tiger 10.4.2. I'm still trying to work out a few bugs, the most frustrating being that I cannot install Flash Player 7.

I downloaded the installer and ran it. It goes through the installation process, gets down to 1 item to install, and then gives me the message:

Error creating file.
1008:5,-5000 Access denied error

Then I press okay, and get:

You do not have enough access
privileges for this installation.

I also have Tiger running on my two (very old CRT) iMacs, and have had no problem installing Flash Player. Any ideas?

I did try repairing permissions and it didn't help. Someone on the Flash Forum suggested logging in as root and then installing Flash Player, and that worked.

Why I had to do that on my PowerBook and not my iMacs, I don't know

Hrmph. If logging in as root solved the problem then permissions were definitely at the root of it. I wonder why the repair couldn't solve it?
