Can't Install an SSL Cert On NT IIS4

My question is about installing a SSL Certificate on a NT Box. Windows NT Microsoft Interner Services ver.4.0 Build 1381 sp6. When I try to install my new cert it displays an error: KEY MANAGER The certificate is invalid. Please double-check that you have chosen the correct file. Cap12 error-8009310b. This is the second time in a week that this happened. The first time VeriSign and I talked and they suggested that I entered the incorrect password. We revoked the cert and re-issued. This time I made a point of writting down my password so that would not be an issue. Still get the error. Any suggestions?
