Can't get rid of IE4 welcome.htm after upgrading to IE6 2

Since upgrading from about IE5.5 to IE6.0, I get an error display at the end of a fresh boot that says it can't find the IE4xxx\welcome.htm. I can just delete the display but it is annoying. I'm sure that if it could find the file, there would be a box to check to get rid of it but since it can't find it, I can't get rid of it.
I've searched all my disks for any reference to the file(s) and removed any that even looked like IE4 startup files from the system registry but the ghost continues to re-appear.
Any ideas?
 
I noticed you said you checked the registry but just to be sure since you mentioned it was after a boot did you also check under the key HKEY_Local_Machine\Software\Microsoft\Windows\Current Version\Run joegz

Just for fun, go to Start>Run, and type:
regsvr32.exe /u webview.dll

Also disable Active Desktop.

If it doesn't work, re-register the dll:
regsvr32.exe webvw.dll

Use "regedit.exe" and go to the key
HKEY_CURRENT_USER \ Software \Microsoft \ Windows \ CurrentVersion \ Explorer \ Tips
Then double-click on the value "ShowIE4" and change the value data to "0" instead of "1". Log
off, reboot the PC, - no more annoying IE4 welcome message!

Thanks, smitee, that did the trick. I feel sure I found that entry on a previous try searching the registry for "IE4" and I deleted it. I then followed your instructions above and deleted it, but it came back - talk about persistant ghosts. So next try I set it to zero and this time it worked. I guess that IE4 is the originating IE installation on this computer and it automatically activiates tips and re-establishes this entry if it is not there. Unfortunately, IE4Tour.dll and Welcome.htm were long since gone so there was no way to turn the tips off.

It seems like you have to reload Windows from scratch once a year to clean out old ghosts. My System.dat file is up to about 7Mb and takes forever to process during boot-up. Is there a regedit "clean out old skeletons left over from no longer active software" program?
