Can't get multiple columns to work

I'm trying to modify a report to print stickers that are 2 across & 2 down (landscape). Problem is I can't get the existing report to change to 2 columns across. I went in to format the detail section to make sure the "format with multiple columns" option was turned on. The option was grayed out but it was already selected. I've formatted my detail section so that it's small enough to fit 2 across but it's not working. Any help on the matter would be greatly appreciated.

After checking "format with multiple columns", click on the layout tab and adjust (play around with) the width of columns and the gap between columns until you see the fields jump into two-column format.
