Can't get MICS to StartUp, stays in "IN Maintenance"

I am installing a MICS and am trying to start the programming portion of the install. I plug the unit in and the M7324 set I am using to program the system starts to blink, then after a short time it goes to "In Maintenance".
I have disassembled the KSU and extracted the board from the chassis and shorted out the capacitor to bring it to factory default (touched leads for about two to three seconds). Then reassembled it and the same result after power up.
Does anyone have any suggestion on what is going wrong on the install.

The message you are seeing, "In Maintenance", appears because the system has been downgraded. (The current programming is for a system with more expansion cartridges than what you have right now.) The system is prompting the Alarm Set for a cold restart. (A cold restart resets programming.) Meanwhile, all the other sets display the "In Maintenance" message.

By default, the Alarm Set is the set plugged in port 101. Try to plug your M7324 in this port first.

If you still see "In Maintenance", the Alarm Set could have been changed to another extension, or the Set Relocation feature could have moved it to another port. Try to plug your M7324 in the other ports.
 
power down switch, back all cards off except software cartridge, repower up switch and now tell me what it says. if you have a bad card as well than this can be causing your problem as well.
