cant get jiniator to run

I am setting up a "kiosk" to allow users to only run oracle reports in internet explorer. I am using a windows group policy to restrict the user to ONLY run allowed programs. In the gpo I have specifically "allowed" iexplore.exe to run and it works. But when I try to run my oracle report I get as far as the parameter form in internet explorer and submit it, but sometime after that the report fails because of "restrictions etc" I have added all the .exe files in the jiniator directory to the "allow" list. (java.exe, javaw.exe, keytool.exe, policytool.exe, etc..
Obviously there is something else I need to allow but I can't figure out what it might be. Does anybody know what other file I might need to allow to get the user past the allowed program restrictions?

Just to add to the first part of my message. I have verified that jiniator is installed and working fine. I have tested jiniator with the user unrestricted and everything works fine. Its only when i apply the "allowed programs" restriction that the user(s) can't run reports successfully.
