Can't get increase decimal to work - Excel

In Excel 2000, I tried to find the increase decimal button.
I could not find it.
So I went to Tools> options> edit> and ticked off decimals and manually made it 2, then clicked ok. However, that did not work.

What could be wrong?
 
First, let's make sure you can see both of your toolbars by going to Tools-->Customize-->Options tab and tell it that you DON'T want the two toolbars to share one row. Can you see the Increase Decimal button now?

If not, you need to reset your toolbars. Do this by hitting Tools-->Customize-->Toolbars tab, highlight (do NOT uncheck) the standard toolbar and hit the reset button. Do the same with the formatting toolbar. Hit ok.

If you still don't have your increase/decrease decimal points, we're talking a registry edit.
