Can't get color to change

I made an illustrator image only to find out I used the wrong shade of blue. When I go back to the image, highlight the area to change, click on the color changer and type in the hexidecimal value of the color, it won't take it. It is like that color doesn't exist in Illustrator, yet it is a common color blue, #0000FF.

OKay, I figured out I am in CMYK mode. How do I can to RGB mode?

I got. It is under Document Color mode. So I at least learned that you can't use RGB colors in CMYK mode.
