Can't Get An Outside Line

I have a digital phone (KX-T7250) attached to our system (KX-TD1232) on a particular port and it appeared to be working properly. I started programming the Flexible CO Buttons for things like Fwd/DND, Msg Waiting, etc. and then I try to make an outgoing call and it won't let me dial 9?!? When I dial 9 or use a CO Button or use a System Speed Dial I get a Fast Busy Signal!

I have since moved the phone to a different port and it works fine but I'd like to know what happened to the original port so I can use it in the future and so I can fix it if it happens again.

Can anyone help?

You must have at lease one 'L-CO' key on the set.

Prog, 9, 9, (the desired button), *, 'autodial/store'

then lift handset to exit programming.

Now try dialling out. If it still fails, you may be restricted from getting a line in CO Outgoing Day / CO Outgoing Night programs. (605/606)

This was probably the missing link. Odd that that should be a requirement.

605/606 are definitely not the problem.
