can't get access to PowerPlay settings

I have a Gericom Ego notebook with a 128MB ATI Mobility Radeon 9700 card but can't get access to the PowerPlay settings.

The drivers that came with the notebook are outdated and the manufacturer hasn't updated them. I've tried Omega's drivers and modded official ATI ones without any success.

Do you have any suggestions??
