Can't get 712/60 to boot

Hey there,
I was given an HP 712/60 and for the life of me I can't get it to boot. I've made sure the external SCSI devices are on different ID #'s and that the last one is terminated. I've reseated the video ram card and the RAM SIMMs as well. Likewise I've tried booting without the video RAM card, and with various combinations of RAM SIMMs installed. (Yes, they're all matched pairs. They look like they're factory originals.) I've tried booting with and without the internal hard drive connected. I've tried booting with and without the external drives. When trying without the external drives I've tried with and without the external SCSI connector terminated. Nothing...

The one dead thing I found was the internal battery. Who da thunk it? Two years of not running and the battery was dead... :) I've replaced that and still no go.

The unit powers up, and I can hear the internal drive spin up. No video comes on the screen at all. (As a matter of fact the light on the monitor doesn't even change from orange to green.) Have tried it both with the original monitor and my ViewSonic G810 - no difference.

I used my multimeter to check the power connector to the motherboard. I'm getting what I'd consider normal voltage output to the board. (+5 VDC, +12 VDC depending on where you check)

The power light above the power switch just flashes on and off.

Plugging a null modem cable into the serial port reports the following:

Any ideas? I'd like to get this going as a Linux workstation to play around with at work.
