Can't format USB hard drive in XP PRO

Logged in as administrator - I have connected a USB hard drive to my system as a second drive but when I go to Computer Management and right click on the drive none of the options are available aside from properties: no format command- no mark partition as active - no change drive letters so though it sees the drive i can't seem to use it. Any ideas?

Possibly it might have been this?

No luck XP sees the drive as a functioning Mass storage device but does not show any options to format the drive.
