Can't find path in WINDOWS NT4

One of my users is having a strange error window, pop up. Whenever she tries to open a file (any file) it gives her an error, saying it can't find the file, with the choice to click "OK"... then when she clicks OK it opens the file anyway. It isn't a problem of her ability to work, since it still opens the file, but it is annoying.

The error:

<< Cannot find the file C:\&quot;filename&quot; (or one of it's components) Make sure the path and filename are correct and that all required libraries are available>>

As I said ... she clicks OK and it opens the file and she continues...
Can anyone tell me where to look to turn this off.
