can't find computer name on local network

I'm not sure if I'm in the right forum. If not my apologizes.
I have probably simple question but I can't find any information about that on the net.
I'd like to know why some of our pcs in my local network are not available (not visible) through network neighborhood? They are also not available when I try to get access to them using admin rights for example \\computername\c$. When I try do this msgbox “The name of the pc can't be found” or something like this appears.
But I can ping them (ping computername.
Any ideas? Maybe they are secured?
 
can you see the network from that computer?
what OS's are you running?
