Can't find bottom Scroll Bar 1

When I open a PageMaker document, the Scroll Bar usually found at the bottom showing left and right arrows and page numbers, is NOT PRESENT. In the Window section on the menu bar, I have toggled the "Show Scroll Bars" back and forth to no avail. Is my PageMaker corrupted or is something missing? Thank you.
