Can't figure out licenses

I've got 5 sites (500v2's at 9.0 going to 11) that I'm trying to upgrade and Avaya licenses are going to make me go back to selling used Norstar equipment. God, what a disaster.

I have 5 systems and 5 LACs. 3 of the LACs show up in PLDS, but only in service mode, not standard mode (does anyone know the point/difference between these?) I ran the LACs, uploaded the licenses, and everything was A-OK.

The other 2 LACs show up only through the Mid-Market Provisioning Portal, because why have one licensing system when you can have two? No way to track them down on the PLDS site. I looked and I asked two of my colleagues to try as well.

I generated those 2 LACs through the MMPP, downloaded the XMLs, and uploaded them only to get back "invalid." Checking the XML it shows the same host ID as the one in manager, all the entitlements I'm supposed to have, and the correct address in the notes.

To be honest, I was expecting that as we've had the same issue before when there is an "&" in the company name, such as "Dewey, Cheateam, & Howe" The solution we've found to that is to regenerate the license file in PLDS once it's created in MMPP, but I still can't get the PLDS site to find the LAC. I can't get it to find the host ID, the Host name, or even the company (searching with name, with FL, with anything). I can't find the customer or host under the MMPP anymore so I can't even retrieve the license through there, even though I expect that would still be invalid. It seems almost as if my LACs have vanished.

Of course, immediately after generating these two license files, the MMPP crashed/went down for maintenance (tested from multiple PCs 300 km apart, so it wasn't just me).

So, with that long rant-y tale of woe, does anyone have any advice? At this point I'm thinking about rolling those two sites back to 9.0 and opening a ticket with Avaya, but I made a special trip the 300 km just for this upgrade because the customer wanted someone on site.
