I have a resource that has 2 tasks. There is no dependency between the tasks.

Task A is 20 hours work, it can only be worked on 4 hours a day due to the nature of the work.

Task B is 40 hours work, it can be done any time, any day, and I want to use it to fill in after the Task A each day as they run in parallel.

I tried setting the resource to 50% on task A for units, but it will not schedule in the remainder of the day with Task B.

Any suggestions?

Assuming your resource has a maximum units of 100%, you are going to need to assign the resource to both tasks at 50%. Task A is 5 days in duration and Task B will be 10 days in duration. You can then edit the work for Task B to 8 hours on day 6, 8 hours on day 7 and 4 hours on day 7.5 -- dropping the duration to 7.5 days and contoured assignments of 50% on days 1-5, 100% on Days 6 & 7, and 50% on day 7.5.

Project does not understand the idea of "fill in".

Another option is to actually only schedule Task A for 4 hours per day and assign the resource at 100%. Create a 4 hour per day calendar and assign it as a Task Calendar to Task A. Assign the resource at 100% and enter the 20 hours of work. The task work will be spread over 5 days. (4 hours per day). Now create the other task and assign the resource at 100%. this will cause an overallocation as you have the resource assigned at 150%. Use the resource leveling command with the option "Allow splits" to delay Task B until 1:00 pm and split the task up. it will be worked on for 4 hours per day (afternoons) and will go back to 8 hours per day after the first 5 days.

I hope this helps.
