Can't execute a make_recovery

I'm trying to execute "make_recovery", and the system keeps saying that permission is denied.

I'm attempting to execute it as root.

It's owned by bin:bin.

Permissions on the file are 555.

Any help or suggestions would be greatly appreciated.

try changing the permissions to 775

IF yes THEN what has changed? (new software, patching...?)
