Can't enable folder security - it's greyed out and stays as read only 1

if i right click on a folder there is no security tab so if i go to sharing - make the folder private is greyed out.

Also the folder is read only if i uncheck it click ok then check the properties again it's read only again.

I am an administrator.

I'm running xp sp2 just installed it.
 
oh also i forgot to mention that it is NTFS!!
 
Under XP Professional, you need to disable in Folder Options, View, "use simple file sharing (recommended)' to be able to see the security tab.

The Read only status of folders means nothing anymore in XP, other than a note to Explorer to read a folder customization:
