can't edit domain or domain-controller security policy

After initial installion of Win2000-Server and promotion to AD domain controller, I was able to edit domain & domain-controller security policy (via the Start Menu - Administrative Tools shortcuts) - but only once.

Now a few days later (after what changes I don't know), any subsequent attempt to do this results in an error saying that the domain can't be found/contacted, or that i may not have rights to access it (i am of course logged in as administrator, which has all standard/default group memberships applied to it).

If i run the MMC and open the dompol or dcpol snapin, i can "edit" domain and domain-controller security policy stuff, but it doesn't seem to 'stick' or take effect.

All other aspects of AD seem to be working and accessible.

Any ideas what's going on here?
