Can't display Help screens in ERP200 5.4 on Workstations

We have ACCPAC 5.4 ERP200 installed on our Windows 2003 Server, and used "wssetup" to install on 2 WIndows XP Clients.

ACCPAC works fine on the workstations except for help. When I click Help, or press F1, I see the index or contents on the left, however where I should see the explanation, all I see is "! Navigation to the webpage was cancelled"

Help works fine at the Server.
