Can't dial the operator

A user tells me that when she dialed "0" the operator did not answer and after 12 rings voice mail picked up. Operator tells me she didn't hear it. QCC's volume checked out fine. Dialed "0" from the extension of the problem user and all is fine. Am I trapped between two nuts, or has anyone heard of this kind of problem before.

Check that the abbreviated ringing is turned off on the Operator phone, otherwise, squirrel problem, most likely.
