Can't dial some local exchanges - mainly to cell phones

I have a new install I am working in. Most of the local dialing works fine. There are a few local exchanges which appear to be all cell phone exchanges that immediately give fast reorder tone after the last digit is dialed. I have tried dialing them as 7 and 10 digit calls.

I also can see the call setup on the trunk test tool and it appears to get a trunk and dial out. Anyone ran into this?

work with the company that provides the PRI. Have them look at your call and if they are getting the call right, then they will need to find out why. My guess is it's not the System, but the LEC.
