Can't Dial Out on Tandem Trunk.!!??

Greetings, All. I have a Merlin Magix 4.0 connected via PRI Tandem Trunk to an IP Office. The IP Office get its trunks from the Magix. Everything works great except that I have to put an Access Code in my dial string to the Magix or I can not get out. I have the Non-Tie Line Setting Unrestricted in Lines+Trunks/RemoteAccess. It is very slow.
Is there something else I could do to make dialing faster? What have I missed?
