Can't dial number

I have 3905 with SPV and ncos 6 and 7 can not call numbers starting with 0209XXXXXX but can dial like 0208XXXXXX and other numbers do I have to program anthing on SPN.

Thanks.
 
yes, go to 90 and prt the spn that works.. then add the spn that does not work and point it to the same rlb.. here's one from my switch

so i would go back through, new spn 1214 return down to rli and enter a 2.. that assigns the same route and frl
