Cant Dial Long Distance

I am unable to dial long distance unless I make the frl in the rli 0. Typically we use force charge account and set it for 5. All sets are set for ncos 1. In order to make a ld call, the user would have to dial 15(forced charge account) plus the code and then the ld number. By entering the force charge, this raises the ncos of the set from 1 to 5 which would match the frl within the rli and usually works just fine. I also checked the fcr and it looks like my other switches that have 1 of 2 setups. CRNO 0 is either allow 0 and 1 or CRNO has nothing in it. In both cases, the other CRNO's are blank. I am not sure what else could be causing this.

Nevermind! NCTL ncos was 5 but frl was 0. I programmed the ncos 0 through 7 to match itself in the frl but missed ncos 5.
