Can't dial a telephone number with a "8"

I have a customer site that can't dial a telephone number in our local area code without first dialing a 1-AC-8 and six other digits. Any other number (9-xxx-xxxx) that starts with 2 through 7 and 9 work just fine. Only numbers beginning with a "8".

The LEC has had a "its not our problem" stance.

The sit has a Nortel MICS 7.1, with 30 stations (installed new.

Any ideas, anyone?

Hello and thanks for responding. I have checked the destination codes, the pool codes as well as routing assignments. I have even gone back and done a cold "Startup" to erase everything in the system, without success. The "8" problem comes right back.

The problem only happens with the local AC and only with number beginning with an "8".

IE. When they dial 9 (for outside line), then dial an 8; (first digit of the prefix) they get a fast busy as soon as they press the "8".

They however can dial any other from 2 to 7 and a 9 without a problem (or as a local number 9-xxx-xxxx) or they can dial "8" numbers as an 11 (1-513-xxx-xxxx) digit number and the call will connect.

My last through would be to enter all of the 75 prefixes in the 513 area code that begin with the number "8" via destination codes (9-856A) followed by the "A" for any number.

However I believe this to be an unnecessary procedure as I should not have to build this list in the first place.

Does anyone know if the LEC could be the responsible for the matter? They have had a hands off approach and a "its not my issue or problem"
 
I am not sure are you talking about copper trunks or a t1 PRI issue if it is copper put the lines on one of the sets and test it that way you would not need a access code. Also you can take your butt set and test at the DMARC or RJ21X to see if you are blocked from 8.
