Can't dial 911

I just started at a new company and they have a newer Norstar with a PRI. When I try and dial 9,911 the call is imediately dropped, I can dial 9,411 and 9,611 without any problems. I looked through the config menus but couldn't find anything. Any help would be great, I'm a former Avaya guy, new to Norstar.
 
couple of things ...
try just 911 and see if it works ...that is doable by digit manipulation

see if 9911 is defined as a destination code and 1 digit is stripped off ...

Just 911 doesn't work and the only destination is 9. with asorb set to 1.

Any other things to check?
 
Does the system just sit there, or do you get an error, as if it were restricted?
 
No errors, it just drops the line.
 
If the line restriction (as well as the set restrictions )for the PRi lines (lines 1-23) has '911' restricted,make sure that there is an override for '911'.

What software level is this, I assume that it's at least 4.1 or higher. If someone has restricted '911' in filter 03, the default filter for all lines (including PRI lines ), remove it or add an override for '911'.

 
One other place to look is under Public Dialing Plan and make sure nobody changed your 911 dial length.
