can't Deploying Access2002 app to XP with Office 2003 why?

have an application developed in Access 2002 using the Jet engine. The app
is split front end / back end and is deployed as an mde executable and an mdb
database, generally with the executable on network clients and a single mdb
on a server. I use the Office Developer packaging wizard. The deployment is
set to include system files and the Access 2002 runtime. Development and
deployment occur on a Windows 2000 Pro box. To date, I have installed this on
200 + clients ranging from Win 98 to Win XP. The overwhelming majority of
these installations are on Dell and MPC notebooks. I have installed on other
XP/Office 2003 boxes. XP is always SP1 with patches, no one I work with has
yet installed SP2.

I have just run into a situation where my install no longer works. I am
attempting to install on new IBM notebooks running Windows XP with Office
2003. The system administrator at this site tells me these were loaded from
October 2003 drive images.

When I attempt to install, During or right after the normal 'Copying FIles'
window, I receive an error saying the Office System Pack cannot be installed
because it requires NT 4 SP6 or later.
HOW CAN I DO??????
