Can't Delete index.dat Dat File in Admin/Cookies

This Dat File in my C:\Documents and Settings\Administrator\Cookies is annoying me, can't delete neither I can open the files to see the contents. Can anybody give me an idea where to look or how to delete?
 
I believe you can delete that under safe mode

You cannot delete that file because that file belongs to OS
 
in dual boot system you can delete what you like from the "other" Windoze.Howeer Windoze will simply remake the deleted files which in any case should take up v little space. Switch on hide sys files and pretend they're not ther!!!
