Can't Create New Top Level Web Site

Hi,

I have taken over the administration of our sharepoint server and need to create a new top level site. However when I enter all the information such as:

Current virtual server
Web site Add
Site Collection Owner
Quota
Site Language

after selecting OK it does not go onto 'Template Selection' page that I expect. At the moment we just have one site with 3 sub sites. I have admin rights but it doesnt seem to let me create a new site. Anyone know why this is??
