can't create new folders in win explorer (win98 2nd ed.)

Just like the subject says, I can't add new folders in explorer. Normally I just go to File>new>folders but now when i go to File> there's no "new" to choose from. I also can't open up my RecBin and MyDocs from the desktop. Also, the My Docs folder icon is missing in windows explorer. It's just an image of that white document w/ the Windows logo on it. Don't know if this has anything to do w/ it but the windows explorer windows looks like a browser even though the View as Webpage option isn't selected.
Any ideas?
 
First, when did this start?
Second, do you run any kind of virus protections?
Third, have you installed anything lately?
 
seems like it started quite recently... I'm not running any virus protections...
the only thing i can think of that i did was to go into the msconfig (start>run>msconfig>) and disabled some of the things in the startup tab. the only things checked off in there now are SystemTray, EnsoniqMixer, HotSync Mgr (for my Palm), MS office shortcut bar, and Office start-up. not exactly sure if this started right after...

any ideas?

virus virus guarantee a virus. re-install 98 over the top if it aint a virus virus
 
It isn't necessarily a virus, although it could be. The symptoms you describe could all be reproduced by modifying certain registry keys. Try restoring your system to its earlier state using msconfig. Then eliminate the troublemaker by changing the settings, one-by-one, with msconfig, followed by restarts.

Also, use regedit to see if you have "Policies" sub-keys under HKEY_CURRENT_USER and HKEY_LOCAL_MACHINE. If you are working on a home machine or a work machine that isn't under administrative control you should never see the word "Policies" embedded in a key name.

OK, the changes you made in the msconfig will not trigger this.
It would seem best to reinstall your win98. You can do this over top of your current system without disrupting any programs you have installed.

If you get on the internet I highy suggest using Norton or some kind of AV program.
