Can't create new document libraries

I migrated a SPTS site between 2 servers, and all is fine except I can't create new document libraries. I can create new views, lists, etc., just not doc libs. i simply get the message, "Error: cannot complete this action. please try again."

i tried to replace the new.htm in the _layouts folder but not luck. Any ideas?

Hi there, I am experiencing the same problem as you. I cannot create the doc library and issues - after integrating STS with Project Server.

Should you find a solution, kindly share it with me. Likewise, if I get a possible answer - I'll let you know too.
