Can't create active directory users.

I have a two server windows domain. One of the domain controllers suffered a failed hard drive last week. I was able to reinstall the OS, and restore my files from backup. I was also able to join the server to the domain. The problem I'm having now is when I try to add a new active directory user, both servers give me the error: "Windows cannot validate the uniqueness of this proposed user name with a global catalog server because: The server is not operational. Windows will create this user account, but the user can log on only after the user name is verified to be unique. For further assistance, contact your system administrator."
Both domain controllers are running Windows 2000 Server SP 4. I'm stumped. Any ideas?
