Can't create a new TCP X.400 connector in Exchange System Manager

I am trying to create a TCP X.400 connector in Exchange system manger under the connectors folder.

However it gives me the error message stating

"You must have at least one stack on this server to create/configure an X.400 connector. Stacks can be configured by right clicking on the X.400 service node".

When I try to do this it does not give me the option to create a new stack.

Is there a reason for this?

Hope someone can help?
