Can't create a data connection

I need import data into Excel with Microsoft SQL OLAP Services, but I can't create a data connection. Why? What should I do?

do you recieve an error message and if so what does it say. A little information as to what you have tried would be helpful.

The message error is "Cannot connect to the server ... The server is either not started or too busy"...
