cant copy dill file while in use

during the instalation of my app I get the following error.

*** ERROR: An access violation occurred while copying the file.
*** ERROR: (User Responded with 'Abort')
*** DURING THIS ACTION: SharedFile: "C:\WINDOWS\SYSTEM\WININET.DLL"

*** WARNING: Setup is not yet complete.
*** WARNING: If you quit now, this product will not be correctly installed.
*** WARNING: Quit the setup of this product?
*** WARNING: (User Responded with 'Yes')
*** DURING THIS ACTION: SharedFile: "C:\WINDOWS\SYSTEM\WININET.DLL"

I'm getting this warning because the dill I'm trying to copy or update is in use by windows. Explorer is using the dill and I cant shut that down so how can I work arround this? The program was created in VB 6 and I used the package and deployment wizzard.I dont want the end user to have a hard time installing, I want it to be smooth.

I believe InstallShield handles problems like this better than the VB package and deployment tools.

I never found a way of doing this, which is one of the reasons we started looking at InstallShield - as well as adding messages to the install process (like MS installs).
