can't control volume when locked or logged off

Hello,
When my XP laptop is logged in and locked, or is not logged in at all, I cannot control volume using the volume up/down buttons on the laptop. This is particularly frustrating when logging in at the library as I cannot lower volume before everyone within range hears the first few measures of Beethoven's 5th, my startup wav.

Any ideas?
